Abstract

The number of GLAM partnerships, projects and Wikipedian-in-Residence programs in the Indian subcontinent is abysmal despite the large number of GLAM institutions located here. This leads to a lack of WP:Reliable Sources from the region and, in turn, a knowledge gap. Through this session we plan to inspect GLAM partnerships in the context of intellectual property (IP) rights, connect with other constituencies that have the same or similar difficulties and brainstorm with them for possible answers. We will discuss a few case studies of dealing with public institutions, private collectors and GLAM organisations and negotiating knowledge partnerships with them. We will also elucidate on the National Repository of Open Educational Resources (NROER) and India's Open Data Policy for the audience to better understand the context of IP-related barriers.

The presenters' past experiences indicate that a lack of understanding of openness and of the legal and non-legal aspects of IP in public institutions coupled with contraventions of policy hinder the full potential of opportunities for Wikimedians and GLAM institutions. The principle that "Knowledge and resources created with public money should be accessible to the public" does not reflect (or is not honoured) in most of the GLAM institutions across India. It will be of great benefit to Wikimedia projects, especially those in emerging communities, if we can break the real or perceived barriers of IP and collaborate with GLAMs. While the examples the presenters quote in the session may be specific to the Indian sub-continent, we hope that Wikimedians from other cultures and geographies in the global south find it useful.

Rohini Lakshané is a long-time Wikimedian and a public policy researcher with experience of working for access to knowledge in the context of intellectual property. Tanveer Hasan works at the Centre for Internet and Society-Access to Knowledge program in India.

Outcomes

-- Knowledge-sharing with the large and global platform of Wikimania and brainstorming with interested communities, individuals and collaborators for possible strategies, solutions and partnerships.

-- We hope the audience will benefit from our guidelines for overcoming the real or perceived hurdles posed by legal and non-legal aspects of intellectual property rights.

-- A provocation about the synergy of Wikimedia projects and national/ regional policies pertaining to openness and IP.
